Contexte

Le bilan migratoire des quinze premiers mois de présidence de Joe Biden a explosé tous les records enregistrés ces dernières décennies à la frontière Sud des États-Unis : plus de deux millions de migrants – majoritairement centro-américains, mais aussi haïtiens, sud-américains, africains et asiatiques… – y auraient été appréhendés et souvent refoulés. Trois à quatre fois plus que la moyenne des huit années précédentes !

En cause certes les engagements de Biden à une gestion plus humaine des migrations, mais surtout l’exacerbation des raisons de fuir. À savoir, pour les quatre États de non-droit du Nord de l’Amérique centrale, « l’insécurité alimentaire aiguë » qui concerne, pandémie et dérèglement climatique aidant, plus d’une personne sur cinq, et s’ajoute à la criminalité ambiante, aux discriminations sociales et à la répression politique.
