Dans un entretien avec L’Humanité, Frédéric Thomas (CETRI) décrypte le jeu d’intérêts entre le gouvernement haïtien et les Nations unies. Avec l’influence de Washington en arrière-plan.

Le Conseil de sécurité de l’ONU a débattu, le 17 octobre, de l’éventualité d’envoyer une force internationale en Haïti. Comment l’analysez-vous ?

L’origine de ce débat tient dans l’appel du gouvernement d’Ariel Henry pour l’envoi d’une force internationale ; appel qui est le marqueur de l’échec de ce gouvernement et de la diplomatie internationale. Il a été immédiatement soutenu par le représentant des Nations unies, Antonio Guterres, et avait déjà été suggéré par le secrétaire général de l’Organisation des États américains (OEA) : on voit qu’il y a une convergence très rapide des institutions internationales car on est face à une impasse. Et, faute de reconnaître cette impasse, ainsi que l’échec de la diplomatie, et de changer de politique internationale, on accélère une fuite en avant. Il est notable que cet appel précède de quelques jours la date butoir à laquelle Ariel Henry devait présenter un plan de sortie de crise qui ouvre la voie à des élections.
